Prepare the crust. Preheat oven to 350 degrees. Stir together oats, brown sugar, flour, melted butter, salt and baking soda. Remove 1 ½ cups of the oat mixture, and set aside. Press remaining oat mixture in an even layer in an aluminum foil lined 11x13-inch rimmed baking pan. Bake in preheated oven until golden brown, about 20 minutes. Cool completely, about 30 minutes.
Prepare the filling. Stir together blackberries, sugar, lemon juice, and cornstarch in a large saucepan. Cook over medium heat, stirring occasionally, until syrup thickens and is bubbly, about 8 minutes. Pour over prepared crust, and crumble the reserved 1 ½ cups of oat mixture evenly over the filling. Bake at 350 degrees until topping is golden brown, about 30-35 minutes. Cool completely, then cut and enjoy!
